American Indian and Alaska Native Cultural Communication Courses

To facilitate greater understanding of DoD’s responsibilities for developing policy and managing programs that may affect Indian lands, treaty resources, or traditional cultural properties, Keres provides the American Indian and the Alaska Native Cultural Communication Courses to DoD personnel. These Courses provide a comprehensive summary of the history, culture, and laws that underpin the Federal Trust Doctrine and the DoD obligation to consult with Indian Tribes and Alaska Native Entities.

Native Hawaiian Cultural Communication Course

Expanding on the tremendous success of the American Indian and Alaska Native Cultural Communication Courses, Keres revised curriculum to address DoD obligations to Native Hawaiian Organizations.  In 2009, Keres developed the Native Hawaiian Cultural Communication Course to train DoD personnel on the responsibilities within DoD for consultation with Native Hawaiian Organizations required under the law.  The program has trained more than 500 people and is widely praised by the Office of Hawaiian Affairs, a special state agency set up to advocate for the concerns of Native Hawaiians.

Since late 2006, in a parallel effort, Keres helped DoD develop and implement the DoD Consultation Policy with Native Hawaiian Organizations (signed by the Deputy Secretary of Defense in February of 2011) and the DoD Instruction for that policy.

Federal Real Property Utilization and Disposal Training

In conjunction with the Business Process Improvement (BPI) initiative, Keres staff prepared and conducted a training course on the Utilization and Disposal of Federal Real Property. This extensive training program included review of the regulations and laws, steps in the disposal process, conflicting interests, and related practical exercises. Training was provided to realty specialists at seven GSA regional property disposal offices, as well as at the national office.

Keres Consulting, Inc. provided the Real Property Utilizations and Disposal training in recent years; however, GSA is now providing this training.

Tribal Health Program Best Practices

Keres supports the New Mexico Indian Affairs Department (IAD) with program management of a statewide tribal health and community advocacy program with participation from seven tribal communities.  In 2011, Keres conducted a Center for Disease Control & Prevention Best Practices Training to achieve greater effectiveness in implementation activities associated with the IAD program.
